Under the limited direction of the City Manager, the Chief of Police leads, plans, directs and coordinates the activities of the Police Department; provides highly responsible and technical staff assistance to the City Manager and City Council; coordinates Police Department activities in support of overall City operation; and is a leader in the City. Key duties and responsibilities include, but are not limited to: • Plan, direct and manage the activities of the Police Department. • Formulate and maintain departmental rules, procedures and policies. • Research cost-effective management methods for the areas of service assigned to the Police Department. • Direct the development and implementation of a departmental in-service training program. • Prepare and administer the Department budget. • Supervise the purchase of equipment and supplies. • Confer with citizens and City officials on law enforcement problems and assist in the development of innovative municipal law enforcement policies. • Attend county, area and State police conferences and meetings with other public officials. • Recommend adoption and assist in preparation of ordinances. • Coordinate Police Department activities with the activities of other City Departments and other law enforcement agencies. • Organize and manage Police Department coordination with overall City operations. • Be an active participant in the City’s department head and management teams. • Manage, train and evaluate assigned staff.

Compensation and Benefits
The annual salary for this Chief of Police position is up to $181,750, depending upon the qualifications of the candidate. Education and Qualifications
Qualified candidates will have any combination of education and experience that would demonstrate the knowledge and skills required for success. A typical way to obtain the required knowledge and skills is: • A bachelor’s degree from an accredited college or university. • A California POST Management Certificate is required or must be obtained within twelve months if an out-of-state equivalent certificate is furnished. • POST Command College, FBI National Academy or POST Executive Development course certification, and a master’s degree in a related field are desirable. • At least 15 years of broad and extensive experience in all major phases of municipal police work, including at least four years in a responsible middle management capacity, preferably in a municipal police department.
