PVCC seeks a police chief that is responsible for making daily independent decisions based on knowledge and experience to ensure continuity of police and security services to the college community. Leads and manages the Police and Security Service's operations and provides direct supervision to department personnel. Provides continuity of policy and provides administrative direction and department protocol. Establishes goals and objectives, reviews departmental procedures, and coordinates positive working relationship with other local law enforcement agencies. Provide leadership that results in PVCC police and security personnel who carry out their duties in a professional and safe manner, that they have and use good judgement and serve the mission of the college. Plans and coordinates college emergency exercises and attend require meetings/training as necessary. Maintains emergency safety plans (e.g., ERP, EOP) as required. Represents the department as a member of appropriate professional law enforcement and emergency management associations. Evaluates threats and takes immediate action to protect life safety and the college. Keeps the Vice President of Finance and Administrative Services informed of major operational issues on a routine basis. Duties and Responsibilities: * Oversee the hiring process of departmental personnel to ensure that proper procedures are followed and that resources are properly allocated. * Oversee the college's crisis management and emergency preparedness plans to ensure that the plans are update, follows best practices and that college personnel are properly trained to handle crises. * Oversee internal and criminal investigations to ensure that they are conducted in a thorough and concise manner and that proper closure is made. * Oversee special events held at the college and coordinate efforts with other departments, as necessary. * Direct and manage the department's general orders in order to maintain a professional department and to ensure the integrity of all personnel. * Manage the departmental budget and ensure that all required reconciliations and reimbursement are completed in a timely manner. * Works with PVCC faculty/staff and students to provide effective communications and promote the police department in a positive manner. * Oversee and manage the department's training program in accordance with the Department of Criminal Justice Services (DCJS) standards. * Supervise employees and establish goals and objectives to ensure that the daily work activities are carried out in a positive and professional manner and in accordance with relevant policies and procedures.
Education: Graduation from an accredited college or university with course work in criminal justice, law or a related law enforcement field. Current and responsible supervisory or managerial experience in law enforcement. An equivalent combination of training, experience and education may be substituted for education. Progressive experience in a complex, multi-location environment is preferred. Experience in an academic environment is also preferred. At least 5 years of supervisory experience is required. Substantial training in Homeland Security and crisis management planning. Experience in personnel actions, including recruitment, selection, evaluation and disciplinary action. Valid VA Driver's License, CPR or first aid training/certification preferred. Required Competencies: Must be able to function mentally and physically under stress and emergency situations. Must be able to communicate both verbally and in writing. Must be able to plan, organize and direct enforcement activities to achieve goals and objectives of the college. Must have a working knowledge of statute enforcement and considerable law enforcement, as well as security and safety knowledge, principles, procedures, and techniques. Considerable knowledge of customer service practices and principles. Must have the skills to handle firearms and operate a motor vehicle safely. Demonstrated ability to give oral and written instructions, to react appropriately in routine and emergency situations. Demonstrated experience in functioning as a member of a management team and the ability to provide excellence in customer service to serve the PVCC community in a professional manner. Must be able to gather information and write factual reports and to effectively communicate policies, rules, regulations, and procedures. Must demonstrate experience in functioning as a member of a management team and managing the day-to-day operations consisting of police/security personnel. Must never have been convicted of a felony or a crime involving moral turpitude. Must have a clean driving history.
