 POSITION OVERVIEW 
 The Fulton County Sheriff&#8217;s Office is seeking an experienced, forward-thinking  Chief Jailer  to provide strategic leadership and operational oversight for multiple detention facilities and all detention-related services. This executive-level role is responsible for ensuring the safe, secure, and humane operation of county detention centers, supervising a diverse workforce, and directing a broad range of support functions including inmate services, transportation, medical coordination, classification, compliance, and administrative operations. 
 The ideal candidate is a decisive leader with deep knowledge of modern correctional practices,&#xa0; strong organizational management skills, and the ability to build a culture of professionalism,&#xa0; accountability, and service. 
 KEY RESPONSIBILITIES 
 Leadership &#38; Administration 
 
 Directs, manages, and evaluates the operations of multiple detention facilities and detention support divisions. 
 Develops and implements policies, procedures, and operational standards aligned with federal, state, and local laws, as well as accreditation requirements. 
 Advises the Sheriff and executive command staff on detention operations, emerging issues, staffing needs, and strategic planning. 
 Oversees resource allocation for all detention operations. 
 Leads long-range planning for facility improvements, technology upgrades, and operational efficiencies. 
 
 Operational Oversight  
 
 Ensures the secure custody, care, and control of all individuals housed within county detention facilities. 
 Oversees intake, classification, housing assignments, inmate movement, transportation, and release processes. 
 Directs detention support operations including medical coordination, mental health services, food services, maintenance, inmate programs, and records management. &#xa0; 
 Ensures compliance with PREA, ADA, CALEA, NCCHC, ACA, and other regulatory or accreditation standards. 
 Coordinates emergency response planning, incident management, and critical event review. 
 
 Personnel Management 
 
 Provides leadership and direction to command staff, supervisors, detention officers, and civilian personnel. 
 Oversees training, performance, and professional development for all detention staff. 
 Promotes a culture of integrity, accountability, teamwork, and continuous improvement. 
 Ensures staff compliance with agency policies, safety protocols, and legal requirements. 
 
 Interagency &#38; Community Collaboration 
 
 Serves as the primary liaison with courts, law enforcement agencies, medical providers, mental health partners, and community organizations. 
 Represents the Sheriff&#8217;s Office in meetings, public forums, and intergovernmental workgroups related to detention operations. 
 Coordinates with county leadership on facility planning, inmate population trends, and community impact. 
 
 MINIMUM QUALIFICATIONS 
 
 Bachelor&#8217;s degree in Criminal Justice, Public Administration, Management, or a related field. Master&#8217;s degree preferred. 
 Extensive experience (10+ years) in corrections, detention administration, or jail operations, including progressive supervisory or command-level responsibilities. 
 Demonstrated experience managing large-scale operations and personnel. 
 Comprehensive knowledge of correctional standards, inmate management practices, and legal requirements governing detention facilities. 
 Valid driver&#8217;s license. 
 Ability to pass background investigation and meet all agency hiring standards. 
 
 PREFERRED QUALIFICATIONS 
 
 Executive-level experience overseeing multiple detention facilities or complex correctional&#xa0; systems. 
 Certification through recognized professional organizations (e.g., ACA, NCCHC, NENA, or state jailer/corrections boards). 
 Experience with jail management systems, data-driven decision-making, and operational analytics. 
 Proven ability to lead organizational change and implement modern correctional practices.

 Under direct supervision is responsible for the protection of life and property at the College of Charleston. Enforces the laws of the State, County and the rules and regulations of the College of Charleston. When assigned, performs specialized duties requiring certification, training and experience. 
 
 
 
 
 Minimum Requirements 
 
 
 Candidates must be 21 years of age or older to satisfy requirements for admission into SC Police Academy. A high school diploma or&#xa0;GED. One year of police or military experience and knowledge of the laws of the State of South Carolina civil and criminal codes and the rules and regulations applicable to the College of Charleston is desired. Must complete the South Carolina Criminal Justice Basic Police Training and be certified by the Law Enforcement Training Council in accordance with 23-23-40 of the Code of Laws of South Carolina 1976 within one year of hire date. Candidates with an equivalent combination of experience and/or education are encouraged to apply. 
 
 
 
 
 Required Knowledge, Skills and Abilities 
 
 
 Must be capable of utilizing Records Management Software to read and write reports. Must be able to physically subdue violators during arrest or restrain person(s). Must be able to qualify with/carry a firearm. Must have the ability to safely operate a police vehicle under normal/emergency conditions. Must have the ability to understand police procedures and criminal laws. Must be able to communicate effectively. Must successfully complete all mandated police training requirements. Must be able to monitor &#38; respond to audible &#38; visual security/fire alarms and observation devices. Ability to work flexible schedules &#8211; day and/or night, rotating shifts, holidays, weekends, special events &#8211; based on the needs of the department.

 All certified SC Law Enforcement Officers are welcome to apply. Salary depends on the experience of the certified officer. Must be willing to perform shift work and extended hours. Must be able to move/lift heavy objects or persons during rescues. Must be able to work outside under all weather conditions. Must be able to perform under stressful conditions. Must be physically capable of climbing several flights of stairs and able to patrol on foot &#38; pursue suspects. The Sheriff&#8217;s Sergeant represents the first level of supervision and is responsible for the planning, assigning, reviewing, supervising, and evaluating the work of Deputy Sheriff&#8217;s and non-sworn personnel in operational procedures; and performs other related duties as required. 
 The ideal candidate will demonstrate the ability to exercise independent judgement and initiative; will have the ability to mentor, lead and supervise Deputy Sheriff&#8217;s and non-sworn personnel and able to communicate effectively. 
 Examples of Duties Supervises, assigns, trains, and reviews the work of Deputy Sheriff&#8217;s and support staff on an assigned shift in the Administration, Corrections, or Enforcement Operation Bureaus. Supervises shift operations by maintaining in-service rosters and sufficient staffing levels, performs administrative duties, including reviewing reports and logs, monitors the work environment for conformity to law and departmental procedures. Participates in the selection of staff; provides or coordinates staff training; conducts thorough performance evaluations, recommends discipline; implements procedures and directs and promotes professional behavior and demeanor. 
 Corrections : Supervises intakes and releases; takes charge in emergency situations; instructs personnel in the corrections facility in accordance with the minimum correctional standards of California; reviews bookings and other daily paperwork; coordinates transportation of inmates. Supervises Deputy Sheriff&#8217;s and non-sworn personnel responsible for the security and sanitation of the corrections facility; monitoring and overseeing inmate conduct; establishing policies, regulations, and procedures preventing escapes, injuries and violence. Supervises assigned staff in the control, release and transportation of inmates to and from court, which occasionally may be in conjunction with other law enforcement agencies. When assigned to Court security: supervises deputies assigned as bailiffs to safeguard court assist in scheduling and training for deputies; maintains a professional relationship with all court staff and administration; assists when multiple inmates are present in court. 
 Patrol Station/Specialized Unit/Other Non-Custodial Assignments : Supervises patrol operation activities on an assigned shift; maintains station log, reviews written reports prepared by Deputies or other personnel, determines deployment for shift and field crews; assimilates information for briefing; instructs officers in the enforcement of laws and ordinances, crime prevention and protection of life and property. Supervises personnel responsible for performing criminal investigative work at a patrol station or specialized unit and participates in the investigation of cases, including crimes against persons, property, narcotics, and vice-related activities; questions witnesses, victims and suspects; gathers evidence in a wide variety of civil and criminal matters; maintains control and direction of cases, makes case assignment to deputies, review cases and work products for prosecution. Responds to and supervises incidents or high-risk situations; takes charge at the scene of a major traffic accident or incidents. Makes periodic inspections of traffic flow, regulating devices and roads to alleviate traffic problems.
