Job Description Summary:  DEFINITION: Under the general direction of the Vice President, directs, manages, supervises, and coordinates the programs, services, and activities of the Campus Police Services department; coordinates assigned activities with other departments, divisions, and outside agencies; provides highly responsible and complex administrative support to the Vice President, Administrative and Technology Services; and actively engages in continual improvement by aligning processes and procedures with diversity, equity, and inclusion The position may require night and weekend work. Essential Duties:  DUTY STATEMENTS 1. Assumes management responsibility for all services to include planning, organizing, and directing activities and work methodology and productivity of the Campus Police &#38; Safety Department including safety, security, and public assistance. 2. Develop and emphasize a community-based policing philosophy through administration of departmental Guidelines and Procedures, that promotes and embraces diversity, equity, and inclusion, and is in alignment with federal and state laws, Board Policies, Administrative Procedures, and memorandums of understandings with local law enforcement agencies, which include the coordination with external law enforcement agencies regarding responsibilities and responses. 3. Enforces and/or oversees enforcement of applicable laws on District premises and identify violators issues warnings and citations, initiates student disciplinary proceedings and/or makes arrests as warranted. 4. Develop and direct strategies to provide safety and security for the District, as well as District events, by evaluating criminal trends and other information and directing resources to effectively reduce crime to ensure the safety conduct of all events. 5. Prepare, analyze, and manage the annual department budget for staffing, equipment and supply needs; authorize and track expenditures to forecast future needs and provide supportive documentation for proposed expenses. 6. Participates in the development of emergency procedures and, when assigned, organizes and directs the emergency response for earthquakes, fires, bomb threats, and other disasters and advises the Executive Staff on legal implications of handling crises and monitors progress of critical situations. 7. Maintains effective Public Relations between the Campus Police &#38; Safety Department and the College departments/ divisions, outside agencies and general public through coordinated meetings, presentations, and responsiveness in resolving difficult and sensitive citizen inquires and complaints. 8. Supervise, guide, and evaluate the performance of assigned staff and identify training needs, schedule appropriate trainings, and professional recertification as necessary and in compliance with Board Policies, and California Commission on Peace Officer Standards and Training (POST). 9. Directs, approves, and manages the preparation and maintenance of a variety of narrative and statistical reports and files related to personnel and assigned activities, records and legal documents in compliance with Clery Act, federal and state laws, and Board Policies. 10. Develops departmental guidelines and directives that supports the Districts board policies and administrative procedures. 11. Verifies accuracy, thoroughness, and legal compliance of official police reports and follow-up for investigations and approves the direct distribution to appropriate departments and agencies. 12. Oversees, evaluates and maintains a current District disaster/emergency preparedness plan(s) and regularly conducts emergency, fire and safety drills while assuring compliance with federal and State preparedness requirements (SIMS/NIMS); Recommends changes as needed; Serves as co-chair to the Districts Emergency Preparedness Taskforce (EPT); 13. Oversees the issuance and enforcement of parking permit decals, rules and regulations including administering judgment of appeal forms of parking or traffic citations. 14. By means of periodic review and assessment, through the Districts program review processes, continuously monitors, evaluates, identifies, and implements approved program improvement objectives to further enhance the efficiency and effectiveness of service delivery methods and procedures through the assessment of workload and staffing, administrative support systems, internal reporting relationships, facilities, and technology. 15. Oversees campus police web page. 16. As necessary, provides back-up to officers and provides additional patrol services to assure campus safety is maintained. 17. Provides staff assistance to the Vice President of Administrative and Technology Services to include preparing and presenting staff reports and other necessary correspondence. 18. Conducts a variety of organizational studies, investigations, and operational studies and recommends modifications. 19. Selects, trains, motivates, monitors and evaluates assigned personnel as well as coordinating staff training and working with employees to correct deficiencies, and implementing discipline and termination procedures. 20. Reviews and evaluates work products, workflow, methods and procedures with staff to ensure daily individual and assure shift logs are completed. 21. Establishes patrol schedules and security checks to deter potential violators and protect District properties against prowlers, vandalism, fires, assure buildings are secure or other dangers that could involve crimes, loss or damage. 22. Responds to and/or oversees response to calls for service, including crimes in progress, reports of crimes or suspicious circumstances; 23. Demonstrates cultural competence and sensitivity when working with a diverse campus community of students, faculty, administrators, staff and community members;  24. Understand the importance of holding oneself accountable as educators for closing equity gaps and engaging in equitable practices. Encourage positive race consciousness and embrace human difference. 25. Engages with local police and fire departments and other local agencies and builds effective relationships. 26. Strategically build buy in and participation among colleagues for equity related initiatives. Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service oriented practices. 27. Oversees the use and deployment of emergency communication systems and security systems.  28. Supports Districts Behavioral Intervention efforts.  29. Performs other related duties as assigned. Education and Experience:  MINIMUM REQUIREMENTS  A bachelors degree from an accredited college or university with major coursework in law enforcement, police science, criminology, criminal justice, public or business administration, or a related field; preferably possession of a masters degree.  Five (5) years of increasingly responsible law enforcement experience including two years of supervisory responsibility with a certified law enforcement agency; preferably with an institution of higher education.  Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.  Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes; willingness to examine and remediate ones relational practices to more effectively engage and support racially minoritized students; and a commitment to participatory governance, consensus building, and team approach to management.
