Position

The City of Winters is located in the southwestern corner of Yolo County, just east of Lake Berryessa and the Blue Ridge Coastal Range. Just thirty miles from Sacramento and an hour to the San Francisco Bay, Winters is perfectly situated in the countryside with convenient access to suburban and metropolitan areas. 

Winters has a current population of approximately 8,500 residents. It is known for its friendly, small-town atmosphere, community events and easy access to outdoor activities. It’s charming, historic downtown boasts one of the more vibrant downtowns in Northern California, including farm to table restaurants, wineries, breweries, coffee houses, and boutiques. Winters is a highly desirable location to live and raise families and the city is expecting a 30%+ population growth within the next few years.

The Winters Police Department enjoys widespread support from the community and elected officials. The Police Department presently staffs 11 full-time sworn positions. The Police Department operates from a modern public safety facility and focuses on providing staff with the highest quality equipment as well as ample training opportunities. The Police Department also has a take home vehicle program for officers that live within 60 miles of the city. 

Police Sergeants are a key element of the Winters Police Department team. Police Sergeants not only supervise and participate in patrol functions, they also have the opportunity to develop themselves by engaging in mid-management functions such as managing training, fleet maintenance, volunteer services and force options training; supervising and directly participating in investigations; writing and administrating grants; and managing complex projects. 

Police Sergeants will have the opportunity to attend the POST Supervisor and Management Courses, the POST Sherman Block Supervisory Leadership Institute (SBSLI), as well as other advanced training courses.

Ancillary opportunities include participation in regional SWAT/CNT/Crown Control teams, in-house firearms/DT/EVOC instructors, Investigations, Bicycle and e-motorcycle patrol, Cadet Advisor, and more.

Typical Duties & Responsibilities

Duties may include, but are not limited to, the following:

• Plans, prioritizes, assigns, supervises, and reviews the work of staff assigned to services and operations division.  Recommends and assists in the implementation of goals and objectives of the department.
• Answers questions and provides the information to the public; investigates complaints and recommends corrective actions as necessary to resolve complaints.
• Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities.
• Acts as a back-up patrol officer, conducts investigations, prepares cases, writes reports of incidents, and testifies in court.
• Assures proper flow of cases to authorities and appropriate agencies.
• Acts as supervisor at critical incidents.  Acts as a Operations Section Commander under the Incident Command System (ICS), reporting to the Incidents Commander, unless relieved by higher authority in any event initiating the ICS.
• Coordinates with the Records Manager in the development and maintenance of the Records Management System.
• Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for personnel and equipment; monitors and control expenditures.
• Coordinates with the Police Chief in the hiring of new personnel.  Conducts “oral boards” and other testing for new hires.
• Assists the Police Chief in the acquisition and maintenance of department and property equipment.
• Acts as the department Training Manager responsible for assigning, scheduling, and monitoring of training to members of the department. Coordinates with the Field Training Program supervisor in the development, review, and implementation of the Field Training Program.  Participates in the review of training and development of officers assigned to the FTO program.
• Conduct Internal Affairs investigations assigned by the Police Chief. Acts as the Liaison with outside agencies and other city departments.

SUPERVISION RECEIVED & EXERCISED

• Limited supervision received from Chief of Police.
• General supervision over patrol staff, assigned clerical, technical, and professional staff assigned to the services division.?
• Supervises Police Offices and Community Safety Officers assigned to the operations division.

Qualifications

The minimum peace officer selection standards are set forth in Government Code Sections 1029 and 1031. Police Officers for the City of Winters must be:

• Free of any felony convictions
• A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship
• At least 21 years of age
• Fingerprinted for purposes of search of local, state, and national fingerprint files to disclose any criminal record.
• Of good moral character, as determined by a thorough background investigation.
• A high school graduate, pass the General Education Development test or other high school equivalency test approved by the California Department of Education (C.D.E.), or have attained a two-year, four-year, or advanced degree from an accredited or approved institution.
• Found to be free from any physical, emotional, or mental condition which might adversely affect the exercise of the powers of a peace officer.
• Possess a valid California Class C Driver's License and a satisfactory driving record as a condition of initial and continued employment

ADDITIONAL QUALIFICATIONS

Knowledge of:

• English usage, grammar, punctuation, and spelling; general practices of basic report writing
• Principles and practices of law enforcement, crime investigation and prevention, and officer safety
• The functions of and organization of municipal law enforcement agencies
• Pertinent federal, state, and local laws and ordinances
• Principles and practices of providing public services
• Interviewing techniques; techniques for conflict resolution; techniques for effective interpersonal communications
• Modern office procedures and methods including computer keyboard operation
• Safe driving principles and practices; geography and efficient vehicle navigation of local area
• Safe work practices

Ability to:

• Organize, implement, and direct law enforcement operations and activities
• Interpret and explain pertinent City policies and procedures
• Develop and recommend policies and procedures related to assigned operations
• Apply principles of law enforcement
• Understand, interpret, and apply pertinent laws, codes, ordinances, policies and procedures, principles, practices, and methods
• Learn city and department policies and procedures
• Remain calm, make decisions, and take appropriate action in stressful or emergency conditions; diffuse angry or emotional people and mediate conflict
• Work independently for long periods of time
• Drive and handle police vehicles and related equipment; Respond to urgent matters and emergency situations
• Perform multiple tasks concurrently
• Spanish bilingual skills are highly desirable

Education and Experience (Any combination of experience and education or training that would provide required knowledge and abilities to qualify):

• P.O.S.T. Intermediate Certificate required
• Three (3) years’ experience as Sergeant, Corporal, and/or Field Training Officer is highly desired

Work Environment & Physical Demands

PHYSICAL DEMANDS:
 Work may include: prolonged sitting, moderate to heavy lifting (from 25lbs-100lbs+), reaching, climbing, stooping, twisting, grasping, crawling, pulling and pushing activities. The position also emphasizes speech, hearing, and vision attributes.

PHYSICAL AND SENSORY REQUIREMENTS
 Sit for extended periods of time; bend, twist, turn, kneel, squat, climb and reach; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; restrain or subdue individuals; occasionally climb and balance; vision and hearing ability to P.O.S.T. standards; ability to speak well enough to be understood when transmitting information over telephone and radio; hand and finger dexterity sufficient to operate office equipment, non-lethal weapons, and firearms. Ability to work odd and irregular hours; to maintain attentiveness and concentration; to perform multiple tasks concurrently; to respond to urgent matters and emergency situations; to work under inclement weather conditions, noise and other environmental factors; overcomes physical obstacles during the course of work. Ability to maintain physical fitness requirements of the position; and to successfully complete a pre-employment physical agility evaluation, and a comprehensive psychological and medical examination prior to appointment.
