1. Plan, direct, coordinate, and evaluate the activities of all divisions, units, and field or administrative operations under their command. Formulate and prescribe work methods. 2. Manage the assignments of personnel within the division, including adjusting assignments, schedules, and tasks to meet the needs or objectives of the division and the department. 3. Maintain responsibility for planning, organizing, and managing major functions, events, or activities within the division to which they are assigned. 4. Manage the training and development program for less senior staff, and informs department members of changes in regulations, policies, procedures, implications of new or amended laws, and new techniques in police work. 5. Ensure adherence to departmental policies and procedures while assuring the image of the department reflects responsiveness to the needs of the University community. 6. Develop department personnel through the inspection of practices, evaluation of performance, application of training, and application of consistent and appropriate disciplinary action or other personnel actions. 7. Conduct audits as needed to assure the effectiveness and appropriateness of division or department practices, to include recommendations when warranted that are based on best practices for those functions as applied to the Yale University Police work environment. 8. Conduct criminal, civil, or administrative investigations as required up to the point of final disposition unless relieved of such obligation by the Assistant Chief of Police or Chief of Police. 9. Provide support to the Assistant Chief of Police and the Chief of Police by analyzing, reviewing, and approving submissions, preparing correspondence, acting as a liaison between divisions and the Assistant Chief, and acquiring facts and disseminating communication and information. 10. Formulate goals and objectives to accomplish the mission of the division or unit(s) for which they are responsible and maintain ongoing direction and documentation regarding outcomes. 11. Supervise subordinates toward the attainment of goals and objectives. 12. Communicate and cooperate with other agencies and the community to address problems and identify opportunities for improved efficiency and effectiveness in police/community operations. 13. Review strategic, tactical, and operational plans and training plans and activities; make recommendations as appropriate in each of these areas. 14. In the absence of a lower ranking supervisor, perform supervisory tasks as required until such time as a lower ranking supervisor becomes available. 15. Discretion to respond to emergency calls or as directed by the Assistant Chief of Police or Chief of Police. 16. Perform law enforcement duties as appropriate. 17. Engages in benchmarking visits with contemporary law- enforcement agencies to incorporate best practices of community policing at Yale PD. 18. Advises the Assistant Chief of Police on the status of matters requiring attention and/or correction. 19. Provides direct support in the development of policies, procedures, and general orders of the department. 20. Oversees and assists with CALEA Certification process required by state law for all police departments. 21. Ensures that department is compliant with COLLECT Certification and Drug Testing Requirements. 22. Provides regular updates to the Assistant Chief of Police and/or Chief of Police on matters of importance or as requested. 23. Mentor and counsel lower-ranking police department employees. 24. Ensure the maintenance and inspection of department equipment. 25. Oversee the enforcement of applicable laws, ordinances, and University rules and regulations. 26. Perform all other functions and duties as assigned. 27. Regularly audit submitted police reports for completeness and alignment with best practices. 28. Monitor and audit police field operations for effectiveness.
Required Skill/ability 1: Ability to communicate effectively, orally and in writing. Possess excellent interpersonal skills. The work environment varies; work is primarily an office environment--occasional work performed within a motor vehicle or event.

Ability to plan and supervise the activities of subordinates performing various operations connected to the mission of the Department.

Ability to establish and maintain effective working relationships with the University Community, federal, state, and local authorities, civic leaders, and the public.
Required Skill/ability 5: Ability to meet the physical job demands and to adapt to rapidly changing events and circumstances within the department and the community. Frequently stand for extended hours. Occasionally climb stairs, engage in foot pursuits, fire a firearm, assist at an accident scene, or render medical assistance.
Preferred Education: Advanced educational degree. FBI national academy or similar professional police development and training. Senior Management Institute for Police (SMIP) training. FBI-LEEDA training or similar professional police development and training.

1. Bachelor's Degree in Criminal Justice or a related field and at least eight years of police experience or the equivalent combination of education and experience. 2. At least five years of supervisory experience within law enforcement. 3. Candidate must have achieved the minimum rank of Lieutenant.
