Our Department of Public Safety Officers are commissioned special police officers, vested through the District of Columbia Metropolitan Police Department, with full powers of arrest on campus property. DPS works closely with the Consortium of Universities of the Washington Metropolitan Area, Metropolitan Police Department, District of Columbia Fire Department, federal law enforcement, and other public safety agencies, which requires the development and maintenance of professional relationships and professional networks.
Job Overview
The Deputy Chief of Police is responsible for year-round, 24/7 Georgetown University Law Center, Capital Campus (Downtown), and Georgetown University law enforcement, security, and safety organization, operation, supervision, and administration in accordance with the Director's Campus Security/Safety initiatives, programs, and activities. Activities include but are not limited to special event security, program performance plans, community relations with community groups to include local and federal law enforcement, allied campus security departments, dispatching and electronic security systems, criminal and special investigations, student guard program, developing training programs for incumbent's department, and other University members relative to law enforcement, safety and security.
They develop plans, programs, and procedures for all administrative and operational activities, to include security policies, risk-based campus security programs, and operational strategies and tactics; and supports Police Accreditation, CLERY Act, FERPA, Title IX, Threat Assessment, and other higher education operational/administrative processes for the Law Center, Capital Campus, and Main Campus.
The Deputy Chief of Police performs the full range of executive, mid-level, and supervisory duties, to include strategic thinking, innovative initiatives, recruiting, hiring, performance evaluation, awarding, promoting, monitoring subordinate performance, disciplining employees (including participation in grievance hearings), collective bargaining negotiations, annual budget review, and reviewing statistics for operational and administrative impact and decision making; and attending professional development opportunities as required by the Director of Campus Security/Safety.
They have primary work hours - that is, day shift hours (7 am-3 pm). As needed, they may work the evening shift (3 pm-11 pm) or the midnight shift (11 pm-7 am) or other unusual hours designated by the Director Campus Security/Safety.
As well, the Deputy Chief of Police is a uniform-wearing position, as required by the District of Columbia Department of Licensing and Consumer Protection.
Work Interactions
Reporting directly to the Director Campus Security/Safety, the Deputy Chief of Police is a full-time, exempt, and Emergency Employee; and supervises Police Captain(s), Lieutenant(s), Sergeants, and classifications of officers who are bargaining unit members - that is, Security Officers, Communications Specialists (civilian), Special Campus/University Police Officers, Communications Officers, Master Patrol Officers, Investigators, and non-bargaining civilian professional staff; as well as Student Guards - and indirectly, external contract security.
They are a forward-thinking professional with a collaborative leadership style that contributes to campus safety, and supports engagement and collaboration with Law Center, Capital Campus, and University faculty, staff, and students.
The Deputy Chief of Police, working closely and directly with the other key infrastructure leaders at the Law Center, Capital Campus and University's main campus - and in conjunction with the Director Campus Security/Safety - oversees management and the coordination and implementation of enterprise security systems such as radio communications, alarm, and video management systems.
Working closely with the Director Campus Security/Safety, they serve as a chief law enforcement officer, chief security director, and emergency management co-chair. As such, they have the authority to initiate and implement organizational changes (personnel, technical, facility, etc.) and budgetary transactions that are consistent with applicable University policies and guidelines.
As are all DPS officers, the Deputy Chief of Police is a commissioned special police officer, vested through the District of Columbia Metropolitan Police Department, with full powers of arrest on campus property. As well, they work closely with the Consortium of Universities of the Washington Metropolitan Area, Metropolitan Police Department, District of Columbia Fire Department, federal law enforcement, and other public safety agencies - all of which require the development and maintenance of professional relationships and professional networks.
Qualifications
Bachelor's degree - preference of Master's degree from an accredited college/university [note: consideration will be given to non-degree candidates who possess combination of equivalent education, training, and experience (law enforcement, military, or campus-based policing in higher education) with ten (10) years of experience at a senior or executive level]
At least ten (10) to fifteen (15), preferably twenty (20), years of experience, in progressively responsible positions in a large-scale law enforcement agency, military command and/or higher education command at a major university, including years serving in a mid-level, senior and/or executive leadership role - preference for additional experience in management and labor relations is preferred with the ability to work with sensitive and privileged information discretely and confidentially
Excellent interpersonal and communication skills
Honesty, integrity based, and ethical policing
A strong work ethic, emotional maturity, and ability to lead in a diverse campus setting
Experience in budget management, labor relations, emergency management, business continuity, diversity/inclusion/equity procedures
Ability to communicate clearly, factually, and timely through both oral and written communications
Experience dealing with the media and the use of social media in a police environment and community relations
Technical Qualifications
FBI National Academy, FBI LEEDS, Southern Police Institute, FBI National Executive Institute, Northwestern Center for Public Safety Executive Management, PERF SMIP, and/or security/safety
