Position Summary:
The University of California, Irvine Police Department is a 24 hour, 365 days per year law enforcement agency that provides contemporary law enforcement services including patrol, traffic, investigations, community policing, crime prevention and suppression, and site security services to a daily population of more than 65,000 people at the University's Irvine campus and the University of California, Irvine Medical Center located in Orange, California. Police officers protect the lives and property of the campus community members, including students, staff, faculty, and visitors, respond to all medical emergencies, crimes in progress, calls for service, quality of life issues, and other law enforcement and campus security issues. The department currently has four divisions including Administration, Operations, Services and UCI Health Public Safety. A division of the department can be comprised of one or more of the following units, programs, or functions: patrol, traffic, investigations, training, special events, community engagement, security, special assignments, training, technology, budget, fleet and equipment management, backgrounds, grants, community service officers/ambassadors, and mental health liaison.
Reporting to the Assistant Chief of Police the Lieutenant rank is responsible for directing, managing, and planning daily and long-range goals and activities of a division or divisions within the Police department at the UCI Irvine campus and/or the UCI Medical Center in Orange. Provides direct supervision for one or more department units or divisions and exercise functional management responsibilities for all other units, programs, and activities. The police department is 24 hours a day, 7 days a week operation. Receives assignments in the form of objectives and determines how to use resources to meet schedules and long-range goals. The lieutenant may assume the role of the Chief of Police and/or Assistant Chief of Police in their absence. They are responsible for all functions and tasks appropriate to the classification. Reviews and approves recommendations for functional programs including training programs, schedules, performance evaluations, employee recruitment, background investigations, complaint investigations, inspect and evaluate the work of subordinates, perform administrative duties, manage, and direct operations in the field and unit resources. Lieutenants provide organizational leadership and communicate effectively across all areas of the department. They are part of the department's executive team and in that capacity are expected to set standards, expectations, and accountability. Provide clear and positive communications, budget, plan, and coordinate department activities including training programs, schedules, performance evaluations, employee recruitment, background investigations, complaint investigations, inspect and evaluate the work of subordinates, perform administrative duties, manage, and direct operations in the field and unit resources. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel.

Five or more years of experience at the rank of Sergeant or higher, working for a California law enforcement agency described in Penal Code sections 830.1(a) or 830.2(a)(b), or (c).
Must be currently employed with, or within the last two years at the date of application, a California law enforcement agency described in Penal Code sections 830.1(a) or 830.2(a)(b), or (c).
Bachelor's degree or higher from an accredited higher education institution.
Possess a valid California Driver's License.
Possession of a POST Supervisory certificate and successful completion of the probationary period as a sergeant.
Ability to successfully earn the POST Management certificate by completing a POST-certified Management course within one year of appointment and serving as a Lieutenant for a period of two years.
Ability to successfully complete other training or prerequisites as required by regulation, law, or policy.
Possess valid California Commission on Peace Officer Standards & Training (POST) Basic & Supervisory certificates (Must provide POST proof of eligibility in accordance with SB 2 and SB 960, compliant with California GC 1029 & 1031, prior to employment.)
Broad experience performing all aspects of police officer and police sergeant functions. Strong knowledge of modern policing issues, philosophies, practices and trends as applied within the University environment. Strong knowledge of current law enforcement management theory and administrative standards. Strong ability to communicate effectively in person and in writing. Strong ability to take decisive action based upon sound judgment. Strong ability to operate computers and other relevant or specialized technology. Strong ability to credibly represent the police department in an official capacity. Ability to safely operate motor vehicles and possess a valid California Driver's License. Strong ability to establish and maintain cooperative working relationships with both internal and external partners. Special Conditions Required:
Successful completion of a Polygraph exam, POST Background investigation, examination, and psychological exam are required. Successful medical and psychological evaluation required. At least 21 years of age and legally authorized to work in the United States by federal law.
No felony convictions or other legal restrictions on the ability to carry firearms or to perform other work responsibilities.
