Job Description: General Statement of Duties
Incumbents of positions in this series perform the duties of full-time armed police officers; including, patrol of a 270 acre rural campus, including campus buildings, parking lots, fields and track, and adjacent areas and as needed or assigned satellite campuses and locations. Duties include investigation and preparation of reports of crimes, school policy violations, Title IX harassment investigations, motor vehicle accidents, traffic and parking violations, slip and fall investigations, response to medical emergencies providing treatment and completion of subsequent reports, alarms, and other emergencies, response and planning relative to emergency evacuation and other emergency drills, or other incidents of criminal, behavioral, psychological, policy/procedural violations, etc.; provides assistance with parking and traffic as needed; providing safety escorts; providing money escorts; restrain or arrest suspects when necessary; provide assistance to courts or grand juries of prosecution of cases; preserving the peace; dealing with persons with a wide variety of personalities, including persons with mental health concerns and custodial action as necessary; and performing related work as required.
The basic purpose of this work is to ensure and maintain a secure and safe campus environment.
Campus Police Officer I is the entry-level police officer job in this series, maintaining all duties of a police officer, including powers of arrest.
Responsibilities
- Patrols assigned campus buildings and adjacent areas on foot or in a patrol vehicle to ensure the security of buildings and grounds at properties owned or controlled by Mount Wachusett Community College.
- Guards against trespass, theft, damage to property or injury to individuals by screening visitors; inspecting rooms, packages and vehicles for explosives, firearms and other contraband; controlling crowds; providing personal protection to individuals as required; conducting surveillance; surveillance and monitoring of high-crime areas; searching for missing goods and persons; investigating complaints and reports of suspicious activity; mediating disputes; and inspecting buildings, grounds, fire lanes and emergency exits for compliance with safety standards to ensure campus security.
- Exercises police powers by making arrests, searching prisoners, conducting routine searches of persons and property for security operations relative to large events, restraining violent persons, transporting persons under restraints and advising suspects of their constitutional rights to prosecute violators and to prevent further violations of law.
- Investigating crimes, explosions and suspicious fires by interviewing witnesses, victims and others; preserves crime scenes and fires sites for examination by experts; and collects, secures and documents physical evidence to aid in locating and apprehending suspects and in preparing cases for prosecution.
- Investigates traffic accidents on campus, documenting evidence including pictures and measurements of skid marks as applicable, interviewing witnesses, etc., and determining fault.
- Assists the courts or grand juries by serving summonses, warrants and capiases; presenting evidence; testifying as witness; reporting case developments; and arranging for appearance of witnesses to provide information necessary for the prosecution of cases.
- Enforces campus traffic, parking and safety regulations by directing traffic; assisting operators of disabled motor vehicles; assisting pedestrians in crossing streets; writing traffic and parking tickets; inspecting licenses, permits and registrations for validity; and arranging for snow removal or sanding to ensure the orderly flow of traffic and prevent accidents.
- Operates such equipment as two-way radios, facsimile machines, base stations, public address system, emergency medical equipment including Automatic External Defibrillators (AED's), office computers and machines, fire extinguishers, surveillance cameras, firearms and riot control equipment.
- Perform related duties such as cooperating and sharing information with other agencies; notifying designated personnel of emergencies; writing reports such as activity reports, daily logs, investigative reports, accident, slip and fall, and stolen vehicle recovery reports; maintaining records on lost-and-found items, criminal records and files on known criminals; assisting in the evacuation of residents in fire drills and during emergencies; assisting in firefighting operations; administering first aid to injured persons; and raising and lowering flags.

Shift & Scheduling
- Entry level officers are required to have or successfully complete training as required by the Colonel of the Massachusetts State Police; including Police Academy Training meeting the requirements for Certification as a Special State Police Officer (SSPO).
- Officers must also successfully complete a Field Training Program at the College during their probationary period. The Field Training Program requires training on all shifts and on all campuses and on weekends and holidays. Shifts, hours, and days off will vary during the Field Training Program period.
- Shift and days off will be determined by shift bid after training. Shifts are assigned by shift bid based on seniority and the shift and/or days off are subject to change with written notice of 14 days; less if an emergency. Shift bids will be conducted after successful completion of all entry level requirements, training, and certifications. Training occurs on all shifts and at all locations with varying days off.
- Applicants must be willing and able to work all shifts and will be required to work weekends and holidays, pursuant to shift bidding and AFSCME contract, holidays are assigned on a rotating basis. Officers may be assigned to Gardner, Fitchburg, Leominster, or Devens campuses or a combination of campus locations. Campus Police officers are designated essential employees and must report as required during inclement weather and other emergencies whether or not the college is closed.
- Shift differential applies to second and third shifts.
- Weekend differential applies to weekend shifts.
- Candidates that successfully complete all training and licensing requirements and successfully complete their probationary period will be eligible to apply for an upgrade to the next pay grade.
- Officers must wear a duty belt with authorized/required equipment as determined by the College and maintain all equipment in good working order; including but not limited to: firearms, ammunition, Narcan, oleoresin capsicum (OC) spray, two way radio, etc.

Job Requirements:MINIMUM QUALIFICATIONS:
- Appointee must be eligible for appointment and continued re-appointment as a special state police officer under Chapter 22c, Section 63 of the Massachusetts General Laws and meet the requirements of Chapter 253 of the Acts of 2020 (Police Reform Bill) and the POST Commission.
- Applicant must have and maintain an unrestricted, large capacity License to Carry Firearms issued by the Firearms Records Bureau of the State of Massachusetts.
- Applicant must undergo an extensive background investigation, including; general background check with previous employers, acquaintances, etc., psychological exam for a police officer and carrying a firearm, drug testing, pre-employment medical exam, Criminal Offender Record Information check (CORI), and (Sex Offender Record Information (SORI) check, Motor Vehicle Drivers History check, check of the National Decertification Index, etc.
- Must clear fingerprint background check for Department of Criminal Justice Information Systems (DCJIS) Access and law enforcement employment.
- May be required to complete a physical exam and physical aptitude test (PAT) as required for Police Academy entry and/or by Police Officer Standards and Training Commission POSTC Requirements.
- Under MGL any person convicted of a felony shall not be appointed as a special state police officer or certified as a police officer under POSTC.

LICENSE AND/OR CERTIFICATION REQUIREMENTS
- Applicant must be a U.S Citizen.
- Applicant must be 21 years of age at hire.
- Applicant must have a current and valid Massachusetts Class D Motor Vehicle Operator's License (within 30 days of hire).
- Applicant must have a high school diploma or equivalency.
- Appointee must be eligible for appointment and continued re-appointment as a special state police officer under Chapter 22c, Section 63 of the Massachusetts General Laws and under Chapter 253 as determined by POSTC and MPTC..
- Applicant must have and maintain a valid License to Carry Firearms (LTC) without restriction with the city or town of residency. NOTE: must be 21 years of age to be eligible to obtain a LTC.
- Applicant must complete and maintain all training requirements and maintain all certifications as determined by the Massachusetts State Police, Massachusetts Police Training Council, POSTC and the college; including but not limited to: baton, OC pepper spray, defensive tactics, firearms training, certification and qualification, First Responder Certification, Cardio Pulmonary Resuscitation (CPR) Certifications (including use of an AED) and all other minimum and annual training requirements as a condition of employment.
- No decertified officer may work for the MWCC Police Department.
- All special state police officers, regardless of initial appointment date, shall successfully complete an annual program of in-service training approved by the Colonel, and/or MPTC and POSTC.
- Applicants for appointment to the position of Special State Police Officer (SSPO) shall successfully complete a recruit training instruction program (full-time or equivalent) as approved by the Colonel.
- Applicants must have the ability to pass the Massachusetts State Police Academy or equivalent academy as determined by the MPTC medical examination, pre-screening (which includes physical endurance testing) and successfully complete the Special State Police Recruit Academy as prescribed under MGL chapter 22c, section 63.
- Failure to meet the entrance requirements or to successfully complete the course of training including continuing to qualify or maintain certifications shall result in dismissal or, for lateral appointment within the bargaining unit, return to previously held position in accordance with the AFSCME Agreement.
- Candidates must understand that there is a contractual commitment following academy training. The full time academy may be waived for highly qualified candidates who meet the requirements for a permanent exemption from the full-time academy as determined by the Colonel of the Massachusetts State Police and the MPTC. The state police have final and definite approval authority for all exemptions.
- Applicants must successfully complete all annual in-service training approved by the Colonel of the Massachusetts State Police, the MPTC and/or POSTC.
