Job Description: Director of Public Safety/Chief of Police: Administration & Finance/CFO Department; Haverhill and Lawrence Campus; Non-Unit Professional Position
Job Description: The Director of Public Safety will implement, direct, and oversee a comprehensive Public Safety program for the institution across all campuses, properties, and functions encompassing public safety, security, law enforcement, institutional risk management, environmental health and safety, fire and life safety, physical security and access control, emergency communications, and emergency management. He/she will manage the College's contracted security vendor by assigning, coordinating, reviewing and evaluating its work, including its responsibilities for the shuttle services among the campuses. The selected candidate will be expected to lead the college's public safety and emergency management needs and analyze the effectiveness of current efforts. This position ensures the quality of services provided by Contracted Security Vendor and any College employee(s) assigned to Public Safety. This position reports to the Vice President of Administration and Finance/CFO.
RESPONSIBILITIES:
- Assumes a leading role in interdepartmental campus committees and task forces as required, to include the formation of campus-based teams and the development and implementation of crisis exercises, policy, procedures, protocols and coordination of responses to medical emergencies, fires, crimes/incidents in progress, facilities evacuation, bomb threats, environmental threats, declared states of emergency, natural disasters, and severe inclement weather. Works closely with external agencies which would utilize the campus facilities in the event of local or national disasters.
- Develops and updates short- and long-range strategic plans to ensure the department's contribution to the college's overall plans and strategies. This will include an assessment of current contracts, policies, procedures, mutual aid protocols, as well as the feasibility of engaging in regional or other collaborative efforts with municipal, collegiate, regional, state, private sector, and other entities.
- Manages all Police (CPO) and Public Safety Officers (ISO) by hiring, training, scheduling, assigning tasks and projects. Directs and controls NECC college property to prevent crime and to protect life and property and ensures the management of accountability to all state, federal, and college laws and policies, as well as ensuring compliance with the standards set by the Massachusetts Police Training Committee (MPTC) and the Police Officer Standards and Training Committee (POST - C)
- Manages contracted security vendor by assigning, coordinating, reviewing and evaluating its work. The Chief will ensure appropriate training and professional development of security vendor's employees and will approve work schedules and responsibilities of contracted security vendor's employees.
- Controls the storage, inventory, and disposition of physical evidence, recovered stolen property, and found property. Ensures compliance with all state audit requirements.
- Collaborates with student, faculty, staff and external customers/constituents to enhance security and emergency response efforts at NECC, and develop excellent working relationships.
- Initiates, coordinates and conducts community-based training classes.
- Recommends and/or coordinates professional development opportunities related to public safety and emergency management.
- Coordinates the activities of the emergency policy group, engaging senior executive officials in best practices in emergency management.
- Implements, maintains, and enforces institution-wide policies related to compliance, risk management, public safety, and emergency management.
- Oversees the delivery of a comprehensive all-hazards institution-wide public safety program.
- Responsible for effective enforcement of parking policy.
- Responsible for Campus Dispatch and 911 Cellular contract services including ensuring dispatchers are properly trained, notified of department procedures or polices, reviewing and evaluating work and ensuring accountability to college standards.
- Provides and maintains necessary supportive equipment (including defibrillators and first aid kits), vehicles, office supplies and other related equipment required to complete the department mission. This also includes officer uniform and equipment.
- Oversees a coordinated public education and outreach effort.
- Responsible for compliance with law enforcement portions of the federal Clery law to include annual production of the Crime Awareness & Campus Safety document; "timely notice warnings", maintaining police crime logs; officers reports, daily journal, and documents as required and in accordance with Massachusetts General Laws.
- Manages a public safety budget, ensuring effectiveness and efficiency while retaining a high degree of public safety.
- Plans and manages public safety resources and capital projects effectively to achieve department goals.
- Manages all required compliance activities and documentation pertaining to safety and security.
- Assumes responsibilities for other duties as directed by the Vice President of Administration and Finance/CFO.
Job Requirements:MINIMUM QUALIFICATIONS:
- Bachelor's Degree in a related area
- Ability to obtain and maintain a POST certification and SSPO powers under chapter 22c section 63.
- A minimum of ten years of full-time work experience in governmental or in higher education environment police force or law enforcement work, five (5) years of which must be in a managerial capacity
- Demonstrated experience in critical incident management
- Excellent written and oral communication and presentation skills
- Basic computer office application skills
- Demonstrated experience in managing emergency notification and community situational awareness programs
- Knowledge of supervisory principles and techniques; investigation methods, safety practices and procedures; emergency medical and radio equipment
- Ability to plan and conduct training for police and security personnel
- Certification in Community First Aid/ Safety and CPR
- Considerable knowledge of laws of arrest, laws of evidence, criminal procedures, and terms relating to police work, procedures and practices
- Demonstrates and practices a community policing philosophy
- Ability to work with and provide appropriate services or referrals for people under physical and emotional stress
PREFERRED QUALIFICATIONS:
- Master's Degree in a related area
- Experience with Federal Clergy regulations including work on an institutional committee, participation with creating and distributing the annual security report and handling community notifications
- Experience with Title IX
- Experience implementing new, creative, and innovative professional public safety practices
- Experience designing and implementing major agency-wide programs
- Experience leading large-scale projects
- Emergency management credentials such as IAEM Certified Emergency Manager FEMA's Emergency Management Advanced Academy, FEMA Master Exercise Practitioner, FEMA Master Continuity Practitioner, and others
- Experience delivering high-quality instruction in public safety topics to a wide variety of audiences
- Proven ability to develop strong relationships with internal and external stakeholders
- Experience with the requirements of police reform and POST-C in Massachusetts
- Experience with contract security
- Bilingual (Spanish/English)
- Experience working with and supporting a culturally diverse population

SALARY: Anticipated salary range is $85,000.00 - $105,000.00 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
