Required Qualifications (as evidenced by an attached resume):
Bachelor's Degree (foreign equivalent or higher degree) . Seven (7) years of full-time supervisory law enforcement experience in an urban and/or campus setting including administrative experience. Two (2) current or previous years of experience serving as a Chief (Assistant/Deputy) within a University Police Department. Experience as an Accreditation Manager as designated by the NYS Division of Criminal Justice (DCJS). Designation as an accreditation assessor as defined by the New York State Division of Criminal Justice Services. Working knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS) 700, 100, 200, 300, and 400 classes. Graduate of a New York State DCJS recognized police academy (NYS Law enforcement certified). Basic knowledge of computer applications and Microsoft Office Suite. Experience in labor relations issues, including interpretation of current contracts and associated practices. Investigative supervisory skills, including oversight of confidential and sensitive investigations. Experience in complying with all aspects of the Jeanne Clery Act, including preparation and publication of the Annual Security Report, compilation of crime statistics, and gathering of alcohol, drug, and weapons referrals. Experience in evidence collection, found property collection and forfeiture proceedings related to inventoried property. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. Brief Description of Duties:
The Assistant to the Chief of Police is responsible for directing the personnel and resources in the University Police Department in a manner that best provides for the safety and security of the members of the campus community. Must be thoroughly knowledgeable in concepts of modern law enforcement, investigations, and community policing and be able to provide leadership, direction and administration to a large complex organization. The selected candidate will be responsible for the following:
Investigations and Administrative Management:
The Assistant Chief of Police directs senior managers and all sworn and non-sworn personnel in the Department in the daily operations and functions of University Police. The Assistant Chief of Police will coordinate directly with the Chief of Police on formulating crime prevention strategies, patrol requirements and research and development for training needs.
Develops, under the Chief of Police's supervision and approval; policy, structure and staffing necessary to maintain maximum effectiveness of the department.
Conduct crime analysis, disseminate crime statistics and produce appropriate reports. Supervises Detective Division case management and follow up protocols. Supervises crime scenes and coordinates collection of evidence.
Establish and maintain liaison and professional relationships with other government agencies. Interface with the President, VP's, AVP's, Deans, Provost and senior management staff on matters of mutual concern.
The Assistant Chief of Police has all supervisory authority over all sworn and non-sworn personnel. He works closely with first line supervision in developing strategies and identifying problems and trends. The Assistant Chief of Police must have a flexible work schedule to be available when the greatest need exists.
The Assistant Chief of Police must ensure that effective operational plans are developed and implemented for special events ensuring the safety and security of all involved.
The Assistant Chief of Police will attend meetings with various University Departments and student groups when directed by the Chief of Police. Gather statistical data based on incidents which require further attention by appropriate segments of the University Police Department.
Supervise subordinate Deputy Chiefs and Inspectors regarding areas of responsibility. Directing all sworn and non-sworn personnel in the University Police Department on a daily basis.
The Assistant Chief of Police will liaison with various internal and external Departments on matters related to campus safety. Various entities include, but are not limited to, the Office of University Community Standards, Title IX Coordinator, Center for Prevention and Outreach, Suffolk County Police Department and various federal regulatory agencies. Serve on various committees as directed by the Chief of Police.
DCJS and Jeanne Clery Act Guidelines:
Supervise all aspects of the central records area ensuring all reports and records are accurate and conform to DCJS and Jeanne Cleary Act guidelines.
Ensure all crime statistics are properly reported on the Annual Security and Fire Report and other required information contained within the Annual Security and Fire Report is published.
Collect all statistical data related to Title IX requirements and the Violence Against Women Act. Data includes, but is not limited to violence against women, date violence, stalking, hate crimes and sexual offenses.
Ensure compliance with the Uniform Crime Reporting requirements as required by the Federal Bureau of investigation.
Violence Against Women Act (VAWA) Guidelines:
Campuses receiving federal funding are required to track and report additional crimes and incidents to the United States Department of Education, as well as publish in the University's Annual Security Report.
Additional crimes and incidents include dating violence, domestic violence, and stalking. The compilation and correct classification of these statistics requires tremendous expertise, as well as significant administrative burdens associated with coordinating with designated Campus Security Authorities.
Oversee all aspects and serve as the Accreditation Manager for the N.Y. State DCJS Accreditation program. Will act as a liaison with DCJS on accreditation matters. Ensure compliance with identified DCJS standards and maintain accreditation files pertaining to each identified standard.
Ensure operational compliance as it relates to accreditation standards. Update the Department Policies and Procedures Manual to ensure conformance to accreditation standards. Conduct audits of the accreditation program and document current compliance with the accreditation program.
Regulation Training and Outreach:
Due to additional Clery Act requirements, and additional requirements of the Violence Against Women Act, this position oversees and formalizes a robust training curriculum for designated Campus Security Authorities.
Development of a training webinar. Responsible for documenting that training was provided and that all pertinent questions which may be raised by Campus Security Authorities are answered and clarified.
Assist in dissemination of information and development of materials and programs associated with this initiative.
The Assistant Chief of Police will be involved in labor union contract administration and work with Labor Relations regarding grievance resolution for four separate locals up to three steps including arbitration.
Maintain liaison with Department employee organizations. Liaison with the Office of Diversity and Affirmative Action, Employee Assistance Program, Labor Relations and the University Ombudsman's Office on a regular basis. Ensure Department Policies and Procedures Manual is in compliance with current contractual requirements.
Other duties or projects as assigned as appropriate to rank and departmental mission.
This is a full-time appointment. FLSA Exempt position, not eligible for overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption. Evening and weekend work may be required at times.
