Appalachian State University is seeking to fill the position of Director of Public Safety and Chief of Police. Appalachian State University is a member institution of the sixteen-campus University of North Carolina System. Located in the picturesque mountains of North Carolina in the town of Boone, the university has approximately 18,000 students of which approximately 5,600 live on campus. The Director of Public Safety reports to the Vice Chancellor for Business Affairs and oversees a staff of 45 police department personnel, including 27 sworn officers. The Director of Public Safety also oversees the Department of Environmental Health, Safety, and Emergency Management with a staff of 6 as well as the Department of Parking and Traffic which has a staff of 47. The primary purpose of this position is to provide oversight of administrative and management functions within these three areas, including, but not limited to policy, planning, personnel, operations, investigations, administrative processes, and budget management activities. Provides leadership, strategic planning, and management of comprehensive law enforcement services and programs to promote a safe, secure, and service-oriented environment for all students, faculty, staff, alumni, and visitors to the University. The position requires strong verbal and written communication skills to promote community policing, a service orientation, and a commitment to engage a diverse university community with the goal of an inclusive and just campus environment. Develop, administer, and evaluate policies and procedures for appropriate enforcement of the law and to ensure protocols reflect current laws and best practices for a safe university community. Informs and consults with the campus community on safety issues and partners with other areas of the campus community on crime prevention and the development of campus safety initiatives. Develops and maintain partnerships between the University and local, county, state, and federal enforcement and criminal justice agencies, including mutual aid agreements, procedures, and standards. Will be expected to develop and monitor budgets and financial resources and effectively allocate resources. Will work with university administration and constituent groups to ensure policies, programs, and procedures are consistent with the university mission. Perform other assigned duties and jobs as determined and needed by the Vice Chancellor for Business Affairs.
10 Years of progressive responsibility in law enforcement with a minimum of 5 years of management and/or administrative experience.
Sworn officer in the state of North Carolina or another state with the ability to obtain a certification in North Carolina within one year of hire date.
Must have a valid driver’s license.
Previous related work experience in a higher education institution.
Master’s Degree in related field.
Successful completion of a leadership training program such as PERF, IACP, or the FBI National Academy.
Knowledge of and experience with state and federal compliance (e.g. Clery ACT, Title IX, SaVE, etc).
Demonstrated knowledge and ability to work effectively with individuals and groups with a variety of identities, cultures, backgrounds, and ideologies.
Evidence of successful mentoring of subordinates on leadership and resolution of personnel, procedural, and operational problems.
Evidence of experience with ensuring the integrity of records and evidence.
Evidence of experience in the development and/or implementation of innovative problem-solving strategies.
Knowledge of and experience with Community Policing strategies and initiatives.
Experience with parking and traffic operations.
Experience with environmental health, safety and emergency management operations.
Ability to work with and promote healthy relationships with other local law enforcement agencies.
