Clemson University, a public land-grant research university located in upstate South Carolina, invites applications for the position of Associate VP – Chief of Police. The individual selected for this role will be responsible for the management and direction of all activities of CUPD to include law enforcement, personnel and training, campus special event coordination, community outreach and fiscal accountability. This individual will also collaborate with CU Emergency Management and other appropriate University departments, local, state and federal agencies in support of emergency preparedness activities while serving the University in an environment of equality, responsibility and dignity.
The Associate VP for Public Safety/Chief of Police will be responsible for the management and direction of all departmental activities of the CUPD to include law enforcement management, personnel management, special event management, community outreach, and fiscal accountability.
Law Enforcement Management: Responsible for all departmental activities. Maintains authority to issue, modify and approve written departmental directives. Prepares and properly resources department personnel for response and decision making in any incident impacting campus safety. Works in collaboration with appropriate departments and agencies to develop, update and train all critical response plans. Assumes command during all critical incidents. Appropriately informs University officials of reported violent crimes and other incidents of significance. Maintains state departmental accreditation's and obtains national accreditation.
Personnel Management: Directs selection process for all personnel to ensure a diverse police force is in place. Responsible for the promotion process for ranking personnel. Ensures performance reviews are completed to properly evaluate staff and approves all rewards or disciplinary actions in consultation with Student Affairs administration and University Human Resources. Responsible for departmental training and assessment on all matters related to staff performance and behavior.
Special Event Management: Directs all law enforcement and crowd management activities at all special events on campus. Develops collaborative relationships with all University event hosts and sponsors to include Student Affairs, Athletics and Academics Affairs. Coordinates with appropriate University departments and local, state and federal agencies to review event security planning and fulfill event responsibilities.
Community Outreach: Represents the police department on University boards and committees. Develops and delivers timely and appropriate safety programs and presentations for students, faculty and staff. Intentionally engages various constituent groups to understand community needs and respond appropriately to issues of concern. Serves as the principal advocate for the University Police Department to educate the campus community regarding the vision, priorities and policing efforts and strategy of the department.
Fiscal Accountability: Requests and allocates departmental resources in alignment with the Student Affairs strategic plan and in support of Clemson Forward and University goals and objectives to promote and enhance campus safety and security in an efficient and transparent way. Identifies and applies for grants to support departmental operations and new initiatives.
Occasional overnight travel is required.
Salary will be commensurate with credentials and experience.
Bachelor's Degree in appropriate or related field
Ceritfications - South Carolina certification within one year of appointment
Work Experience - Minimum of 10 years in law enforcement with 6 years progressive sworn supervisory responsibility. Significant collaboration with or work in institutions of higher education preferred.
