Budget Title: Chief of Police (MP-3)

Reporting to the Associate Vice President for Emergency Services, the Chief of Police is directly responsible for overall leadership of the Binghamton University Police Department, including planning, organizing and directing the operations of a fully empowered professional police force (approximately 50 people total on staff). The Chief of Police has responsibility for establishing and maintaining operating procedures for law-enforcement activities including crime prevention, communications, patrol, criminal investigations, and training.
The successful candidate must demonstrate cultural competency including awareness and appreciation of the cultural diversity of the university and surrounding community and a commitment to developing a diverse and culturally competent workforce. This position has a high public profile and will collaborate with faculty, students, and staff. Forging consensus and working in an environment and addressing possible areas of dissension will be instrumental to success.
Additionally, this position oversees police support for special events, law-enforcement information management, departmental budget administration and public assistance services; will liaison with external and internal agencies.
The Chief of Police will provide law enforcement advice, support and information to Binghamton University administration on policy and procedural changes that affect departmental operations. This position will also coordinate the preparation of operational reports and analyses, setting forth progress, adverse trends and appropriate recommendations or conclusions. This individual will also prepare and present formal and informal security briefings to members of the University and local community.
An essential component for the Chief of Police is to work proactively and cooperatively with the Dean of Students, Director of Residential Life and other student affairs staff, along with other local police departments, fire departments and federal agencies to develop and deliver safety education for students. Of equal importance is the lead role the Chief of Police takes on behalf of the Department to build a collegial relationship with those that comprise the University community, its students, faculty and staff. This position is also responsible for developing information programs to share with the University community.
The Chief of Police is responsible for a portion of the campus compliance of the United States code (20U.S.C 1092(F)), also known as the Jeanne Cleary Disclosure of Campus Security Policy and Campus Statistics Act. This position also serves on the campus Incident Management Team (IMT).
Required qualifications include:
Minimum 10 years of law enforcement experience, including at least two years at a lieutenant or comparable supervisory rank
Certified with New York State Division of Criminal Justice (BMP) as a Police Officer
Valid/clean driver's license to operate a vehicle in New York State
Strong verbal and interpersonal communication skills
Thorough knowledge of modern law enforcement principles, procedures, techniques and equipment
Thorough knowledge of applicable laws, ordinances, and department rules and regulations
Preferred qualifications include:
A degree in police science, law enforcement, criminal justice, public administration or a closely related field
Law enforcement experience in a higher education setting
Training in mediation and/or problem solving
Training in NIMS and emergency response coordination
