Schedule Information: Monday - Friday, 8 am - 4:30 pm. Employee is on call 24/7/52 to respond to campus security and/or safety problems. Employee must carry and maintain a personal cellular telephone, subject to College business use reimbursement rules.

Work Conditions: While work is primarily indoors, the employee shall maintain appropriate readiness for outside inclement work as required by immediate circumstances. The employee will regularly inspect the entire campus for security and safety issues.
Duties of Position: Manages and commands the operation of the Harper College Police Department to ensure consistency with community based policing and fact based systems that meet the needs of Harper College. Provides leadership for and ensures that Campus Police policies, procedures, practices, services, and programs are appropriate and responsive to a well-established, large suburban college campus with satellite facilities. Supervises and directs employees of the Harper College Police Department (HCPD). Establishes department goals and objectives consistent with the Harper College Strategic Plan. Serves as the College’s designated Emergency Management Coordinator. Plans, prepares and disseminates appropriate Emergency Operations Plans consistent with the National Response Plan (NRP) and National Incident Management System (NIMS). Ensures the Harper College Police Department complies with all local, state and federal reporting requirements.
Leads, plans, organizes, supervises, manages, commands, and evaluates all areas of the Harper College Police Department (HCPD) for effectiveness and efficiency, including the implementation and enforcement of the policies, procedures, and activities of the HCPD. Develops and manages an effective pro-active crime prevention program for the campus.
Anticipates, prevents, and resolves problems and conflicts under areas of supervision. Responsible for execution of the College’s Criminal Background Check Program for students enrolled in certain identified educational programs.
Provides advice, and leadership as directed, in the development of policies and procedures informed by current and applicable theory, legislation, court decisions, and trends for college police departments and related functions.
Responsible for the administration of college parking and traffic control program including, but not limited to patrolling parking lots and parking garages, issuing of warnings and citations to violators of college traffic and parking regulations, directing the preparation of citations to violators, and control of vehicles and pedestrian traffic.
Responsible for the administration of a college police program including, but not limited to law enforcement; coordinating assistance for medical emergencies; patrolling of buildings and grounds; prevention of fires and fire hazards; prevention of theft and vandalism; and investigation and reporting of unusual, hazardous, or suspicious occurrences and conditions.
Coordinates fire safety inspections with appropriate fire departments including follow-up action to ensure corrections of violations are accomplished in a timely manner.
Provides leadership for and maintains a professional work environment in which all HCPD employees are expected to treat all others fairly and with dignity and respect in accordance with and as provided by law, District policy and procedure.
Maintains close liaison with all law enforcement jurisdictions in the District on matters involving the College, and in the development of joint programs of crime prevention and law enforcement.
Develops and maintains a positive relationship between the HCPD and the local municipal police and fire departments.
Serves as HCPD liaison with faculty, staff, students, administration, people doing business with the college, and members of the public.
Coordinates the Harper College Disaster Plan and other emergency procedures involving the College; coordinates necessary assistance for all emergencies as required.
Remains current on legislation and regulations appropriate to a college police department.
Supervise, motivate, train, manage and evaluate all HCPD personnel in compliance with State of Illinois, District policies and procedures, other applicable law, and current supervisory and management standards.
Administer HCPD employee disciplinary procedures in consultation, as needed, with authorized Human Resources officials.
Conduct periodically up-to-date specialized training, supplemental training, and briefing sessions for all HCPD personnel.
Conducts investigations and file reports or recommendations regarding crimes, building security, vehicle parking, safety and other related matters.
Responsible for monitoring and maintaining, in consultation with the Executive Director of Facilities Management, campus burglar, fire, and other building alarm systems.
Maintains a Campus Police Manual for use by HCPD staff.
Responsible for coordinating the proper maintenance, use, and operation of equipment, supplies, and materials assigned for use within his/her command, including directing the safe, permissible, and responsible use of patrol vehicles.
Maintains accurate records and files of reports submitted by officers, evaluates reports and logs, and implements improvements as necessary.
Assesses the crime-related safety of the campus; conducts walk-throughs with students and employees at various times of day and night; coordinates improvements in such areas as patrolling, lighting, landscaping, signs, emergency response, communications, and others.
Appears in court as required; represents College’s interests as appropriate.
Serves as responsible agent of the College to ensure the collection, analysis, and timely submission of mandated crime reporting to the public and others in compliance with applicable local, state, and/or federal regulations.
Supervise and provide procedures for fingerprinting of HCPD personnel.
Responsible for campus Lost and Found services.
Prepares and proposes the annual department budget, monitors and manages revenue and expenditures to maintain complete operations throughout the year.
Develops, issues, and manages parking permits for students and staff, as authorized.
Develops, monitors, accounts for, and maintain reports on Campus Police-related revenue sources, including parking permits, parking meters, parking citations, and fingerprinting.
Develop and implement administrative and departmental procedures required to execute Board policy as well as law enforcement objectives.
Develop and maintain an inspection program to identify and correct unsafe conditions for the welfare of students, employees and visitors. Take appropriate action to correct any unsafe practice or condition and reports all other potential safety hazards to appropriate authorities.
Reviews, updates and maintains the College Emergency Operations Plan, to include an “all hazards approach” while ensuring compliance with the National Response PLAN (NRP) as well as the National Incident Management System (NIMS).
Serves on various College and community committees as assigned.
Serves as Harper's representative to various law enforcement and security organizations.
Performs other related duties as assigned.
Educational Requirements: Bachelor’s degree in criminal justice, public administration, social science or related field required. Master’s preferred. Completion of a major police management program such as the Federal Bureau of Investigations FBI National Academy is preferred.
Experience Requirements: A minimum of five years of supervisory experience with a college/university police department or a municipal, county, state or federal law enforcement agency is required. Community College experience is preferred. Experience must include a strong emphasis on crime prevention, safety management and physical security. Must be a Certified Illinois Peace Officer, or be able to receive Illinois Law Enforcement Training and Standards Board (ILETSB) certification. Annual mandatory qualification/certification required by law to include: Annual Firearms qualification and Police Chiefs 20-hour annual training.
Must have strong functional computer and software skills to include Microsoft Office Suite products and Oracle as well as law enforcement related software products.
