The goals and objectives of the Torrance Police Department Animal Control division is to reunite lost pets with their owners, help sick or injured animals, and ensure the humane handling and treatment of animals to be impounded.
Under general direction, the Police Operations Supervisor plans, directs and supervises the operations of the Animal Control section of the Police Department. This position performs a wide variety of field and administrative duties within a framework of established procedures. Work is judged primarily on overall results with latitude in determining work methods and assignment requirements. Work may require the development of recommendations consistent with directives, policies and regulations.
The Police Operations Supervisor assigned to the Animal Control Section is charged with operating a successful division of the Police Department by responding to community interests, staying connected through visibility in the field and providing expertise in the animal control industry.
The Police Operations Supervisor supervises, schedules, assigns, and evaluates the performance of three (3) Animal Control Officers involved in issuing citations and enforcing ordinances and laws; receives and responds to difficult customer service inquiries and complaints from citizens involving animals throughout the City; reviews and investigates the more complex cases involving enforcement of animal control regulations; and institutes necessary legal action for violations of State and City regulations. Performs related work as required.
EDUCATION AND EXPERIENCE
Any combination of education and experience that provides the knowledge and skills required is qualifying. A typical way to obtain the knowledge and skills would be:
Graduation from high school or possession of a GED Certificate.
Three (3) years of increasingly responsible experience in a law enforcement environment in the specific area of assignment.
One (1) year of supervisory or lead work experience is preferred.
An Associate Degree or sixty (60) or more college units from an accredited college or university with major coursework in criminal justice, public or business administration, political science, or closely related field, is desirable.
LICENSE AND CERTIFICATES
A valid California Motor Vehicle Operator's License of the appropriate class or grade (Class C).
Complete a basic supervisory course within one (1) year of appointment.
Incumbents assigned to ANIMAL CONTROL must complete:
The State Humane Association's Animal Control Law Enforcement Training Academy - Basic within one (1) year of appointment.
Incumbents assigned to RECORDS must complete:
The POST Records Supervisor course and Public Records Act Course, CLETS Basic Course and the CLETS Train and Trainer course within one (1) year of appointment.
Candidates must pass each component of the exam process, as well as a thorough background investigation to be considered for hire. The background investigation will include job and personal references, arrest records, credit history, use of controlled substances, medical and psychological evaluations, drug screening and a polygraph.
